It is awarded once every two years to celebrate those who have brought national and international recognition to Goa through their exceptional work.

Who can apply (eligibility)
- Applicant must have distinguished and exceptional achievements in fields such as art, culture, literature, sports, medicine, social work, civil services, public affairs, trade, science, engineering, industry, economics, philosophy, politics, or other fields at national or international level.
- Applicant must be of Goan origin.
- No posthumous awards are given except in cases where the nominee dies after recommendation by the Task Force Committee.
Who cannot apply
- No award is presented posthumously unless death occurs after recommendation by the Task Force Committee.
- An individual cannot receive the award more than once.
Documents required
- Copy of ID proof of the person recommending the applicant.
- Biodata of the person being recommended (recommendee).
- Passport size photograph of the recommendee.
How to apply
- 1Visit the Directorate of Art & Culture, Government of Goa, at 5th Floor, Shram Shakti Bhavan, Panaji, Goa.
- 2Obtain the application form proforma either by downloading it or requesting a hard copy from the Directorate.
- 3Fill in all mandatory fields in the application form, attach a signed passport size photograph, and include copies of all required documents.
- 4Submit the completed application form and documents to the Director or ACO-III at the Directorate of Art & Culture via phone or email as provided.
